    Intent: A Plaza should feel public to all users and if not properly handled, a change in elevation can separate the Plaza from the public realm both visually and physically in such a way that it no longer feels welcoming to the general public.

    b.

    Plazas with dramatic differences in elevation between sidewalks and Plazas lessen their usability, attractiveness, and perception of safety. Plazas should generally be located at the same level of adjoining sidewalks and streets. Minor changes in elevation, not to exceed 18 inches above or below the level of the adjacent sidewalk, are permitted as recommended by the Downtown Austin Plan.
