An applicant for authority to provide a ground transportation service that includes
service to or from the municipal airport must obtain authority to operate at the airport
from the director of the Department of Aviation under Chapter 13-1 (
Aviation Services
) of the Code.
(B)
An operating authority or a franchise issued under this chapter does not authorize
a person to operate at the airport.
