A driver shall comply with this chapter, rules established under this chapter, orders
issued under this chapter, and all applicable federal, state, and local laws and rules.
(B)
A driver may not refuse to accept a passenger who is disabled, or charge a higher
fare or additional fee to a person who is disabled, based solely on the person's disability,
use of a support dog, wheelchair, crutches, or other mobility assistance device.
