Except as provided in Section 14-11-172 (
Emergency Operations
), before excavating or installing a facility in a right-of-way a person or that person's
agent shall obtain a permit under this division.
(B)
A person who obtains a permit under this division is not required to obtain a temporary
use of right-of-way permit required by Section 14-11-131 (
Permit Required
).
