§ 1-2-1. APPLICABILITY.

(A)

This chapter applies to a department with administrative duties under the Code, an ordinance, or another law.

(B)

A department may adopt rules to implement, administer, enforce, or comply with the Code, an ordinance, or another law for which the department is responsible.

(C)

A rule is not valid unless adopted in substantial compliance with this chapter.
