The city manager may withhold from an amount owed by the City to a person on a claim,
debt, demand, or account a sum if the person is in arrears to the City for an unpaid
debt. The city manager may counter-claim and offset against a past-due debt, claim,
demand, or account in the amount of the arrearage. The City's right of offset is not
affected by a person's assignment or transfer of a debt, claim, demand, or account
owed by the City after the person has incurred an unpaid debt to the City.
