§ 2-9B-2. POLICY.

  • It is the policy of the City to provide equal opportunities to all contractors, and to redress the discrimination found in the City's marketplace and in public contracting against minority- and women-owned business enterprises. The City seeks to encourage their full participation in all phases of City procurement activities and to afford them a full and fair opportunity to compete for all City contracts. The purposes and objectives of this chapter are as follows:

    (1)

    To ensure that the City is not a passive participant in a discriminatory marketplace.

    (2)

    To ensure that the program is narrowly tailored.

    (3)

    To provide opportunities for MBEs and WBEs to broaden and enhance their capacities to do business with the City in the area of professional services.

    (4)

    To provide opportunities for MBEs and WBEs to serve as contractors, subcontractors, consultants and subconsultants for the supply of professional services to the City.

    (5)

    To administer this program in a manner consistent with applicable federal and state law.
