A metal recycler, its agents, or employees shall not purchase or otherwise receive
in the course of its business, any regulated material that is marked with any form
of name or initials of a private company that is not the manufacturer of the regulated
material, or that the metal recycler knows or should reasonably be expected to know
belongs to a private company, unless the person offering the property presents at
the time a written, signed statement from the owner, a receipt from the lawful owner,
or a written, signed statement from the lawful owner of the property providing that
the seller is authorized to sell or otherwise transfer that property, or proof of
current employment at that private company.
