It is hereby declared to be the intention of the city that the sections, subsections,
paragraphs, sentences, clauses, and phrases of this chapter are severable and, if
any phrase, clause, sentence, paragraph, subsection or section of this chapter shall
be revoked or declared unconstitutional or unlawful by the valid judgment or decree
of any court of competent jurisdiction, such declaration shall not affect any of the
remaining phrases, clauses, sentences, paragraphs, subsection and sections of this
chapter, since the same would not have been enacted by the city without the incorporation
into this chapter of any such phrase, clause, sentence, paragraph, subsection or section
declared or determined unconstitutional or unlawful.
