The site plan or subdivision construction plan must designate the areas to be cleared
for temporary storage of spoils or construction equipment. Areas cleared for temporary
storage must be located and restored in accordance with the Environmental Criteria
Manual.

During and after site grading operations, the topsoil must be protected and vegetation
left in place to the maximum extent practicable.
