The council may impose a condition or restriction on a water district in connection
with the consent of the City to the creation of a water district in accordance with
this division and applicable state law.
(B)
A condition or restriction imposed in connection with the consent of the City to the
creation of a water district must be included in a resolution, agreement, or ordinance
that pertains to the water district.
